Beginning January 1, 2018, every person applying for a driver license, renewal, or nonoperating identification license who is otherwise qualified to vote shall be automatically registered to vote unless the applicant affirmatively opts out.

The Department of Transportation and Secretary of State must adopt rules to implement automatic voter registration at driver license offices, including conforming application forms and establishing electronic transfer of voter registration information from the department to county recorders.

Applicants must receive a statement describing voting eligibility requirements, penalties for false registration, and confidentiality protections for both those who register and those who decline registration.

The Department of Transportation must transmit completed voter registrations to the appropriate county recorder within five days of receipt.
