Modifies ballot assistance language to use "the voter's" instead of "their" and clarifies that assistance may be provided when a voter is "otherwise unable to return the ballot."

Creates Class 5 felony for knowingly collecting voted or unvoted early ballots from another person, with exceptions for election officials, postal workers, and persons allowed by law to transmit mail.

Establishes Class 5 felony for fraudulent ballot solicitation, including misrepresenting oneself as an election official or operating unauthorized ballot drop-off sites.

Adds exemptions to ballot collection prohibitions for family members, household members, caregivers, and persons who sign the ballot affidavit as required by law.
