Amends Arizona Revised Statutes section 16-241 to allow independent voters (those registered without a political party designation) to participate in presidential preference elections by selecting and voting on the ballot of the political party of their choice.

Presidential preference elections remain scheduled for the Tuesday immediately following March 15 in presidential election years, unless the governor issues a proclamation moving the date to later in the year (with at least 180 days advance notice).

Independent voters can express their presidential preference by selecting their preferred political party's ballot at the election, whereas previously only registered party members could vote on their party's ballot.

Presidential preference elections continue to be conducted using the same procedures as primary elections under Arizona law, with the same rules, penalties, and election administration requirements applying.

No other elections may appear on the same ballot as the presidential preference election.
