Increases the maximum lease or lease-purchase agreement duration for school buildings and grounds from 10 years to 15 years without requiring voter approval under section 15-342, subsection 9.

Extends the voter-approved lease or lease-purchase agreement duration for school sites and buildings from 10 years or more (up to 99 years) to 15 years or more (up to 99 years) under section 15-342, subsection 10.

Corrects statutory language by changing "law related education program" to "law-related education program" and "per cent" to "percent" for consistency.

Applies to school district governing boards' discretionary powers regarding property transactions and facility agreements.
