Amends Arizona Revised Statutes section 38-612 to add a "voluntary purchase program" as an authorized payroll deduction option for state officers and employees.

Maintains existing restrictions that payroll deductions can only be made when specifically authorized by federal law, regulation, or state statute, and administrative agencies cannot authorize other deductions.

Adds paragraph 14 to the list of permitted deductions to include voluntary purchase programs alongside existing authorized deductions such as insurance premiums, credit union shares, charitable contributions, and court-ordered payments.

Preserves prohibition on payroll deductions for contributions to charitable organizations that perform nonfederally qualified abortions or operate facilities where such procedures are performed.

Maintains existing provisions regarding administration of payroll deductions by the department of administration and liability protections for the state and state officers.
