Amends section 48-3609 of Arizona Revised Statutes relating to flood control district regulations and floodplain management.

Changes grammatical language throughout the statute from "which" to "that" for consistency in regulatory language governing floodplains and development.

Adds new subsection M clarifying that flood control districts cannot restrict aggregate extraction if the restriction is only to prevent private property flood damage and the affected property owner provides written consent.

Redesignates former subsection M as subsection N, which requires floodplain regulations to comply with the National Flood Insurance Program as defined in 44 Code of Federal Regulations parts 59-78, effective January 1, 2005.
