Requires law enforcement agencies to report to the board within ten days of a final ruling any disciplinary actions, substantiated complaints, formal reprimands, or investigation information if an officer resigns before investigation completion.

Mandates that law enforcement agencies must check the database for an applicant's name before hiring for a law enforcement officer position.

Allows persons to sue in superior court to enforce the law, with courts authorized to award prevailing parties reasonable attorney fees, damages, and costs for non-compliance.
