Amends Arizona's motor fuel standards for gasoline blends with ethanol, allowing up to one additional pound per square inch of volatility in "area B" during September 30 through March 31 if the base fuel meets federal standards and contains at least 6 percent ethanol by volume.

Permits the associate director to approve alternative fuel control measures from gasoline providers that achieve equal or greater motor vehicle carbon monoxide emission reductions compared to standard fuel requirements.

Modifies fuel reformulation requirements for counties with populations of 1.2 million or more and "area A" to allow compliance with either federal phase II reformulated gasoline standards or California phase 2 reformulated gasoline standards.

Establishes a petition process allowing registered suppliers and oxygenate blenders to request alternative oxygenate blending requirements if ethanol supply shortages are imminent, with approval limited to 60 days and renewable for up to 30 additional days.

Makes amendments to section 3-3493 effective only upon U.S. Environmental Protection Agency approval of proposed gasoline fuel formulation modifications to the state implementation plan by July 1, 2022.
