• Repeals the agricultural best management practices advisory committee (section 49-248) and related advisory boards, while retaining director authority to adopt agricultural best management practices through rulemaking.

• Removes provisions related to the water quality assurance revolving fund advisory board and related reporting requirements to that board.

• Makes technical corrections and conforming amendments to sections governing transportation planning, water resources, environmental quality, and procurement procedures.
