Amends Arizona Revised Statutes section 28-1103 to require local authorities issuing overdimensional or overweight permits to adopt ordinances substantially identical to state department rules.

Mandates local authorities submit all current permit-related ordinances and rules to the Arizona Department of Transportation in electronic format on a timely basis.

Requires the Department of Transportation to notify the Overdimensional Permit Council of local ordinances and rules and make them publicly available electronically in a timely manner.

Grants the Department of Transportation immunity from liability when publishing local authority ordinances or rules in good faith based on information submitted by the local authority.

Establishes legislative intent that rules for overdimensional and overweight commercial vehicles should be uniform and based on objective criteria, with permits administered consistently across the state.
