Amends Section 41-2407 of Arizona Revised Statutes regarding the victim compensation and assistance fund administered by the Arizona Criminal Justice Commission.

Licensed health care providers who accept full allowable payment from a victim compensation program are deemed to have accepted it as full payment and cannot bill victims or claimants for the same services, except for any unpaid balance if the program lacks funds.

Prohibits licensed health care providers from debt collection activities for amounts included in a filed victim compensation claim until an award is made or the claim is determined noncompensable; routine billing and status inquiries are exempt.

Defines "licensed health care provider" as any person or institution licensed or certified by Arizona to provide health care, medical, nursing, emergency medical, or ambulance services regulated under Arizona law.

Maintains existing provisions on fund composition, subrogation rights, and allocation of monies to public and private agencies for victim compensation and assistance programs.
