Amends Arizona Revised Statutes sections 30-105 and 30-107 regarding the Arizona Power Authority Commission.

Changes commission membership qualifications to prohibit members from holding salaried public office or being associated with public service corporations engaged in generating, distributing, or selling power for profit.

Removes prohibition against members having financial interests in businesses that could be adversely affected by the authority's operations.

Makes Title 38, Chapter 3, Article 8 (ethics and conflicts of interest provisions) applicable to all commission members.

Allows the commission to hold executive sessions in accordance with state open meeting law (sections 38-431.01 and 38-431.03).
