Amends traffic accident requirements to allow drivers to move vehicles from roadways to safe locations if no serious injury or death is apparent and the vehicle can be safely operated, protecting movers from liability for accident cause.

Establishes the abandoned vehicle administration fund and requires the Department of Transportation to deposit 20% of abandoned vehicle fees collected into this fund before distribution to the state highway fund.

Creates a monthly payment system administered by the director in consultation with registered towing companies to reimburse towing companies entitled to partial reimbursement under existing law.

Modifies unclaimed vehicle ownership transfer procedures to allow towing companies to obtain vehicle ownership if the owner doesn't provide proof of ownership within 30 days and towing/storage fees remain unpaid, and specifies acceptable forms of ownership proof including title, registration, repossession affidavit, insurance release, or certified motor vehicle record.

Makes the abandoned vehicle administration fund and payment system provisions conditional on enactment of Senate Bill 1170 relating to state reimbursement of towing companies for abandoned vehicle tows.
