Establishes the Citizens Finance Review Task Force consisting of 28 members including legislators, state agency directors, business representatives, educators, and economists from Arizona's three state universities.

Task force must analyze state general fund and nongeneral fund revenues compared to other states, including tax credits and transaction privilege tax exemptions and their economic development impact.

Task force must analyze state expenditures compared to other states based on necessary funding levels for state agencies and make recommendations for responsible retirement of state debt.

Task force shall submit findings and recommendations report by September 30, 2018, and present to joint meeting of House and Senate Appropriations Committees by January 31, 2019, with public testimony allowed.

Task force authority repeals September 30, 2019.
