HB 2385 Summary

• Adds new discretionary power allowing school district governing boards to develop policies and procedures enabling principals to budget for or assist with budgeting federal, state, and local monies.

• Removes requirement that school report cards include current expenditures per pupil by category (classroom supplies, instruction, administration, support services) and comparison to state averages.

• Requires school report cards beginning fiscal year 2020-2021 to include detailed revenues by weighted student count, total allocated federal/state/local revenue, classroom site fund allocations, and expenditure breakdowns by category, plus comparison of school funding to other schools in the district.

• Requires annual financial reports beginning fiscal year 2020-2021 to include the same school-level financial data as required in school report cards.

• Directs the Auditor General to facilitate a process with school districts and charter schools to identify efficient reporting methods for school-level financial data, with this directive repealing December 31, 2021.
