Establishes the legislative early childhood and school readiness study committee consisting of six members: two senate members appointed by the president (one each from education and health/human services committees), one senate member appointed by the minority leader, two house members appointed by the speaker (one each from education and health committees), and one house member appointed by the minority leader.

Committee cochairpersons are designated by the senate president and house speaker respectively and must meet at least four times annually.

Committee shall study early childhood and school readiness issues including health care, mental health, parental involvement, family support, child care, early learning, and early childhood discipline (suspensions and expulsions from pre-K through grade 3).

Committee must consult with the Arizona early childhood development and health board and submit annual reports with recommendations and possible legislation to the senate president and house speaker by November 15 each year.

Committee automatically repeals on September 30, 2022.
