Establishes a private postsecondary education grant program administered by the Commission for Postsecondary Education, funded by legislative appropriations and private donations.

Grants may cover tuition, required books, and fees at nationally or regionally accredited private postsecondary institutions in Arizona offering baccalaureate or associate degree programs in science, technology, engineering, math, or related fields.

Student eligibility requires Arizona residency for 12 months (or military service connection), completion of one college year or high school graduation with GPA of 3.5+ (bachelor's) or 2.75+ (associate's), Pell Grant eligibility, and a matching grant or scholarship from the institution.

Students must earn their degree within 7 years for bachelor's programs or 4 years for associate's programs, or reimburse the grant fund; students losing good academic standing must immediately reimburse unused grant portions.

Program terminates on July 1, 2027, unless extended; unexpended funds for STEM fields may be distributed to students in other certificate or degree programs.
