Requires school districts to adopt and administer personnel policies that provide noncertificated employees with substantially equivalent due process procedures as those prescribed for certificated teachers.

Modifies electronic contract transmission requirements for certificated employees to include submission to both school district and personal email addresses to ensure proper notification of contract offers.

Maintains existing provisions regarding teacher certification requirements, part-time teacher employment eligibility for due process protections after three consecutive years at 40 percent or more time, and business manager finance qualifications.

Requires school districts to pay discharged employees their wages within ten calendar days of discharge.

Prohibits school districts from adopting employment retention policies based on tenure or seniority.
