Amends Arizona Revised Statutes Section 36-2975 to require the Arizona Health Care Cost Containment System (AHCCCS) administration to determine eligibility for specified low income Medicare beneficiaries and pay their Medicare Part B premiums.

Directs AHCCCS to provide specified low income Medicare beneficiaries the same benefits as qualified Medicare beneficiaries, subject to available appropriations.

Appropriates $27,500,000 from the state general fund for fiscal year 2017-2018 to AHCCCS to provide these benefits to specified low income Medicare beneficiaries.

Makes the appropriation exempt from lapsing provisions under Arizona Revised Statutes Section 35-190, allowing unused funds to carry forward rather than revert to the general fund.
