Applies only to counties with a population exceeding two million persons.

Allows property owners to file a petition with the county board of supervisors to sever their property from a city or town if the city/town failed to comply with and complete the infrastructure and services plan within 10 years after annexation.

Requires the board of supervisors to hold a public hearing within 30-60 days and notify the city or town, which may protest the severance.

Authorizes the board of supervisors to issue an order voiding the annexation and returning the property to the county unless sufficient protests prevent invalidation.

Requires the county to record the severance order with the county recorder and notify the state real estate department, with the recorded order serving as proof the annexation is void.
