Amends Arizona Revised Statutes § 44-1301 to add definitions related to waste tire disposal and management.

Adds new definitions including "damage" (cracking, bubbling, cutting, chunking or separation of tire sidewall or tread), "improper repair" (puncture repairs larger than one-fourth inch or repairs not properly sealed and patched), and "wear" (reduction of major groove depth to 2/32 of an inch).

Reorders existing definitions by renumbering them from definitions 1-7 to definitions 3-8, including "motor vehicle," "off road motor vehicle," "person," and "waste tire collection site."

Modifies the definition of "waste tire" to include tires no longer suitable for original use because of wear, damage, improper repair, or manufacturer's recall.
