Prohibits payments made directly or indirectly to a political party, except for bona fide payments to a political party in exchange for voter files, and defines "voter file" as a list compiled by a political party containing information about people who live and vote in a particular district.

Increases the petty cash account limit for campaign committees from an unspecified amount to a maximum aggregate of $1,000 at any time, with no single expenditure from petty cash exceeding $100.

Prohibits participating candidates from using clean elections monies to purchase goods or services that bear distinctive trade names, trademarks, or trade dress items owned by the candidate or in which the candidate has a controlling interest, designating such use as an unlawful in-kind contribution.

Updates section 16-959 to require the secretary of state to adjust dollar values every two years to account for inflation, changing the reference from section 16-905 to section 16-931 and modifying the subsection reference for petty cash accounts from C to D.

Requires the amendments to take effect only upon affirmative vote of at least three-fourths of the members of each house of the legislature, pursuant to Arizona Constitution article IV, part 1, section 1.
