Allows political committees supporting or opposing ballot measures to submit proposed initiative or referendum text to legislative council staff for review of drafting errors, conflicting provisions, and legal conflicts before petition filing.

Requires all non-resident circulators and all paid circulators for statewide ballot measures to register with the secretary of state before circulating petitions; signatures collected by unregistered circulators are disqualified.

Prohibits paying signature gatherers based on the number of signatures collected for statewide initiative or referendum petitions; signatures obtained by paid circulators violating this prohibition are void and violation constitutes a class 1 misdemeanor.

Extends the deadline for challenging circulator registration from 5 days to 10 business days after petition filing and consolidates multiple legal challenges to initiative or referendum validity in a single action.

Increases the number of business days allowed to begin challenges to initiative or referendum petitions from five days to ten business days after petitions are filed.
