Requires counties with population between 900,000 and 1,500,000 that have adopted a habitat conservation plan to obtain an intergovernmental agreement with the city or town before acquiring land within municipal boundaries.

Exempts land acquisitions made primarily for public safety, health care, or court operations from the intergovernmental agreement requirement.

Requires all other counties to obtain a management agreement approved by the city or town governing body before acquiring land located within city or town boundaries.

Defines "acquire" to include obtaining land by purchase or any other means.

Exempts acquisitions for public safety, health care, or court operations from the management agreement requirement for all counties.
