Allows employees to file civil actions against employers for violations, with remedies including reinstatement, unpaid wages recovery, restoration of service credits, and expungement of adverse records.

Defines "wages" to include nondiscretionary compensation for labor or services, including sick pay, vacation pay, severance pay, commissions, and bonuses promised by the employer.
