Amends Arizona Revised Statutes section 15-1802 to establish in-state tuition eligibility for veterans using educational assistance under 38 U.S.C. chapters 30 or 33.

Grants immediate in-state student classification to veterans who enroll within three years of discharge from active duty service of 90+ days, or who remain continuously enrolled beyond the three-year period.

Extends in-state tuition eligibility to beneficiaries of the Marine Gunnery Sergeant John David Fry Scholarship under 38 U.S.C. § 3311(b)(9) and those using transferred Post-9/11 G.I. Bill benefits while the transferor is on active duty.

Requires veterans and eligible beneficiaries to demonstrate objective evidence of intent to be an Arizona resident through documents such as voter registration, Arizona driver license, vehicle registration, employment history, banking records, or address changes.

Designated as an emergency measure effective immediately upon enactment; approved by the Governor on April 17, 2017.
