Freezes occupational fees imposed by cities and towns, prohibiting any increases to existing fee amounts.

Applies identical restrictions to counties regarding occupational licensing and fees, with the same exceptions for public health, safety, or welfare concerns.

Requires counties and cities to cease occupational regulation if the state subsequently imposes new regulation on that same occupation, trade, or profession.
