AZ HB2420

Requires any public entity or private entity that constructs a new restroom or substantially renovates an existing restroom in a public building or place of public accommodation to include at least one baby diaper changing station.

Defines "substantially renovates" as construction that costs at least $10,000.

Applies to public buildings (buildings or appurtenances built wholly or partly with public monies) and places of public accommodation.

Does not create a private right of action for individuals to sue for violations.
