Adds Section 28-2474 to the list of donation sources in Section 28-6501, designating Purple Heart plate fees as donations rather than highway user revenues.

Establishes that Purple Heart plate fee donations must be deposited in the veterans' donations fund established by Section 41-608 for use as grants benefiting veterans in Arizona.

Applies the fee requirement to both Purple Heart medal recipients and their immediate family members who receive distinctive license plates.
