Amends section 36-772 to include marijuana prevention and reduction alongside tobacco in health education programs funded by the tobacco tax and health care fund.

Requires the Department of Health Services to develop and deliver education programs emphasizing dangers of secondhand marijuana smoke, emergency health issues from ingesting marijuana-containing food, and potential negative impacts to cognitive development from marijuana use.

Amends section 36-2803 to require nonprofit medical marijuana dispensaries to display conspicuous warning signs about dangers to fetuses and infants from marijuana use, risks of secondhand smoke, emergency health issues from ingestion, and cognitive development impacts.

Requires certifying physicians to attest they have provided female patients with warnings about marijuana dangers during pregnancy and breastfeeding, and all patients with warnings about secondhand smoke, food ingestion risks, and cognitive impacts.

Requires the Department of Health Services to post warnings on its website about marijuana dangers to fetuses, infants, secondhand exposure, food ingestion, and cognitive development; requires three-fourths legislative vote for enactment.
