Allows ninth-grade students to be included in joint technical education district (JTED) student count and average daily membership calculations, changing the previous exclusion of grades K-9.

Permits ninth-grade students to be funded with monies generated by the five-cent qualifying tax rate for career and technical education courses, previously restricted to grade 8 only.

Establishes average daily membership value of 0.75 for ninth-grade students enrolled in courses meeting at least 150 minutes per class period at centralized or leased centralized campuses.

Maintains the overall enrollment cap of 1.75 for students enrolled in both a school district and JTED courses at centralized campuses, with no single entity exceeding 1.0 average daily membership.

Applies to courses offered at centralized campuses that serve all eligible students in each member district of the JTED.
