Amends Arizona Revised Statutes Section 13-2508 to add "detention" alongside "arrest" throughout the resisting arrest statute.

Defines resisting arrest or detention as intentionally preventing a peace officer from effecting an arrest or detention through physical force, threats, means creating substantial injury risk, or passive resistance.

Classifies resisting arrest or detention using physical force or creating injury risk (subsection A, paragraphs 1-2) as a class 6 felony.

Classifies resisting arrest or detention through passive resistance (subsection A, paragraph 3) as a class 1 misdemeanor.

Defines "passive resistance" as nonviolent physical acts or failure to act intended to impede, hinder, or delay effecting an arrest or detention.
