Establishes a demonstration project requiring the Department of Administration to reduce light motor vehicles in the state fleet by up to 10 percent in fiscal years 2018-2019 and 2019-2020.

Directs the Department of Administration to determine the most cost-effective method of motor vehicle travel and use that determination to establish maximum travel reimbursement amounts under Arizona Revised Statutes section 38-624.

Requires the Department of Child Safety to conduct a separate study evaluating efforts to reduce light motor vehicles and mileage reimbursement, with reports due December 1, 2019 and December 1, 2020.

Authorizes increased use of transportation network companies, vehicle-for-hire companies, fleet management companies, rental car companies, and other public-private partnerships to provide transportation for state officers and employees.

Expires December 31, 2020; does not apply to community college districts.
