Establishes a privilege protecting communications between sexual assault victims and sexual assault victim advocates in civil actions, with exceptions for civil commitment proceedings and mandatory abuse reporting requirements.

Requires sexual assault victim advocates to complete at least 30 hours of training in assisting sexual assault victims, including instruction on privileged communications and reporting obligations under section 13-3620.

Allows volunteers serving as sexual assault victim advocates to perform activities only under qualified supervision.

Adds sexual assault victim advocates to the list of mandatory reporters of child abuse and neglect in section 13-3620, requiring them to report suspected abuse of minors they encounter during employment.

Exempts the privilege from applying when the advocate knows or should know the victim will provide perjurious statements or statements tending to disprove sexual assault, and allows courts to order disclosure of privileged information upon finding reasonable cause.
