Prohibits delegates from voting to allow consideration of or approve any unauthorized amendments, with violators subject to immediate recall and replacement by an alternate.

Requires all delegates and alternates to take an oath swearing they will uphold federal and state law and not vote for unauthorized amendments; violation constitutes a Class 2 misdemeanor.
