Amends Arizona Revised Statutes sections 32-1201 and 32-1231 to regulate teeth-whitening services under the State Board of Dental Examiners.

Adds definitions for "teeth-whitening equipment" (trays, applicator pens, LED lights, chairs, but excludes lasers and halogen lamps), "teeth-whitening materials" (nonprescription powders or gels with carbamide peroxide or hydrogen peroxide), and "teeth-whitening services" (discussing, instructing on, and providing equipment for teeth whitening).

Allows unlicensed persons to provide teeth-whitening services without board registration if they disclose services are unregulated with a posted sign containing at least one-inch lettering stating "teeth-whitening services are an unregulated service offered by [person's name]."

Requires teeth-whitening service providers to discard single-use items (trays, applicator pens, swabs, wipes, bowls, retractors, plastic sleeves) after customer use and use disposable plastic barrier sleeves on LED lights placed in customers' mouths.

Restricts teeth-whitening services to customers who are at least 18 years of age.
