Amends section 28-7705 to prohibit the Department of Transportation from entering into public-private partnership agreements that allow conversion of existing publicly funded or maintained streets or highways to toll roads.

Applies the conversion prohibition to all traffic management strategies listed in the law, including general purpose toll lanes, high occupancy vehicle toll lanes, and congestion-based variable toll lanes.

Maintains existing provisions allowing the state to retain eminent domain authority and preventing private partners from seeking injunctive relief to block competing facilities.

Clarifies that agreements must comply with state procurement laws and prohibits photo traffic enforcement on toll lanes.
