Adds Article 2 to Title 23, Chapter 3 of Arizona Revised Statutes to regulate employment agents in Arizona.

Defines "employment agent" as a person or entity collecting fees from job seekers for providing employment information, vocational guidance, employer referrals, or maintaining employment registries.

Establishes that employment agents are not regulated by the state but are subject to investigation by the Arizona Attorney General if they engage in unlawful practices under Section 44-1522.

Repeals Section 41-191.10 of Arizona Revised Statutes.
