Amends sexual abuse statute (13-1404) to require that sexual contact with a minor involve contact with the female breast only and be motivated by sexual interest.

Modifies molestation of a child statute (13-1410) to add requirement that the offense be motivated by sexual interest.

Removes former defense in section 13-1407 that allowed defendants to claim they were not motivated by sexual interest as a defense to sexual abuse or molestation charges.

Adds affirmative defense to sexual abuse and molestation charges when victim is 15-17 years old, defendant is under 19 or attending high school, defendant is no more than 24 months older than victim, and conduct is consensual.

Applies the close-in-age defense to aggravated luring a minor for sexual exploitation charges under section 13-3560.
