Prohibits Arizona state agencies, political subdivisions, and their employees from knowingly enforcing any federal firearm, firearm accessory, or ammunition regulations enacted or promulgated after the bill's effective date.

Prohibits use of state monies or allocated funds to assist federal agencies or federal contractors in enforcing or investigating federal firearms regulations issued after the effective date.

Requires the state treasurer to withhold fiscal year funding transfers to political subdivisions that adopt rules, orders, ordinances, or policies determined by final court order to intentionally violate this section.

Establishes penalties of up to $3,000 civil penalty for first violation and class 1 misdemeanor classification for second or subsequent violations by state or political subdivision agents or employees.

Expresses legislative findings that the Second Amendment is a fundamental individual right and invokes federalism principles to prevent the federal government from commandeering state officers to enforce federal firearm regulations.
