Amends Arizona Revised Statutes Section 16-828 to regulate the use of proxies at political party meetings.

Limits proxy authority for state committee members to qualified electors residing in the same county, and for county committee members to qualified electors residing in the same precinct.

Restricts any individual attending a meeting to voting no more than a total of two proxies.

Requires proxy validity to extend only for the duration of the specific meeting for which the proxy is granted.

Mandates that every proxy be attested by either a notary public or two witnesses.
