• Allows private postsecondary institutions offering baccalaureate degrees with on-campus dormitories to appoint peace officers with full law enforcement powers on institutional property and during criminal investigations.

• Expands peace officer authority to include transporting and booking arrested persons at county courts and jails in the county where the institution is located or where arrest occurs.

• Requires private postsecondary institution peace officers to meet minimum qualifications under section 41-1822, comply with Arizona Peace Officer Standards and Training Board rules, and notify appropriate law enforcement agencies after felony arrests.

• Makes the private postsecondary institution liable for peace officers' acts within their employment scope; excludes state and political subdivisions from liability for such officers' actions.

• Exempts private postsecondary institution peace officers from public safety personnel retirement system participation and peace officers' training fund eligibility based on institutional service.
