Mandates school districts recommend learning difficulty screening for pupils who fail to demonstrate sufficient improvement in mathematics after one year of intervention measures.

Renumbers existing subsections J and K to K and L respectively, with subsection L defining dyslexia as a brain-based learning difference affecting reading and spelling ability independent of intelligence.
