Amends Arizona Revised Statutes section 45-576 regarding certificates of assured water supply for subdivided lands in active management areas.

Adds exemption allowing persons to offer subdivided land for sale or lease without obtaining a new certificate if a previous owner received a Type A certificate that has not been revoked and certain conditions are met.

Requires that the subdivided land qualifies as member land under title 48, chapter 22 and the subdivider pays required activation and replenishment reserve fees.

Specifies conditions for exemption include: plat has not changed, water service currently available to each lot, water provider unchanged, and plat submitted to a qualified platting authority listed on the department's website.

Does not affect assignment of certificates of assured water supply as prescribed by section 45-579.
