• Adds new subsection B to section 28-4555 specifying that transfer notice requirements can be satisfied through temporary registration permits, sold notices, title transfers, dealer-to-dealer transfer notices, or electronic submissions prescribed by the director.

• Adds section 28-4302 dealer and registration fee monies to the sources of the state highway fund in section 28-6991.
