Amends Arizona's campaign finance laws in A.R.S. § 16-901 and § 16-906 relating to campaign contributions and expenses.

Modifies the definition of "election cycle" for cities and towns to begin on the first day of the calendar quarter after the city's or town's general election and end on the last day of the calendar quarter in which the immediately following general election is scheduled.

Requires candidate committee names to include the candidate's first or last name and, if the candidate has multiple committees for different offices, the specific office sought.

Allows political action committees and political parties to perform multiple lawful activities including contributions, expenditures, and issue advocacy without establishing separate committees for each activity.

Applies retroactively from November 4, 2016, and is effective immediately as an emergency measure.
