Adds Chapter 31 to Arizona Revised Statutes Title 28 to regulate transportation of uranium and radioactive materials by road, rail, or water routes.

Requires the Department of Transportation to work with the Department of Environmental Quality to monitor uranium and radioactive materials haul routes for leaks and spills.

Mandates the departments study proposed transportation routes to identify optimal locations for air monitoring equipment and secure funding for water sampling if surface or subsurface water is impacted.

Requires persons transporting uranium or radioactive materials to notify the public at least one month in advance through newspapers in affected counties, cities, or towns, including details about materials, quantities, vehicles, and potential contamination risks.

Directs the Department to cooperate with the Division of Emergency Management to minimize public harm in case of accidental or excessive radioactive material releases.
