Establishes a statewide Drug Overdose Fatality Review Team housed in the Department of Health Services with representatives from the attorney general, health agencies, courts, corrections, and law enforcement to analyze and prevent drug overdose deaths.

Allows pharmacists to dispense opioid antagonists (naloxone) pursuant to standing orders issued by physicians or health officers, and permits physicians and other health professionals to prescribe or dispense opioid antagonists to at-risk individuals, family members, and community organizations.

Creates confidentiality protections for drug overdose fatality review team records and prohibits team members from being questioned about information presented during reviews, with limited exceptions for information from other sources.

Directs the review team to develop data collection systems, conduct annual analyses of overdose fatalities, establish local review teams and protocols, and educate the public about prevention of drug overdose deaths.

Repeals the article establishing the review team effective December 31, 2022.
