Requires the person to notify a peace officer, emergency medical service provider, first responder, or animal control agency before entering the vehicle.

Requires the person to remain with the minor or animal until the contacted official arrives at the vehicle.

Limits protection to situations where the vehicle is locked or cannot be reasonably opened, and only non-excessive force is used.

Defines "domestic animal" as a dog, cat, or other domesticated household pet.
