Increases Arizona Criminal Justice Commission membership from 14 to 18 appointed members, with no more than 9 from the same political party.

Adds requirement for appointed members to include one crime victim advocate and one former prison inmate who advocates for prisoner rights.

Requires the commission to submit a comprehensive report to the legislature by December 31, 2017 with data-based policy recommendations on sentencing reform, recidivism reduction, reentry services, and prison population management.

Directs the legislature to appropriate any cost savings from reducing the prison population (resulting from commission recommendations) toward funding preschool and child care programs in the state.

Repeals the reporting requirement effective June 30, 2018.
